SAN ANGELO, Texas — About 30 people gathered to watch Congressman Mike Conaway and Daniel Valenzuela, San Angelo's new city manager, rappel down the four-story fire training tower Monday.

"It reminded me of my Fort Hood days," Conaway said with a laugh, after rappelling down the tower twice.

Thick clouds threatened to cause a rainout, but held out for the event. In the conference that followed, the congressman, along with city officials and representatives from Howard College, talked about the collaboration that led to the $1.2 million federal grant that helped the city build a new $2.6 million regional fire training facility.
