New York FY 2011 HazMat Grant Program

Description: 

Overview:
The State Homeland Security Program (SHSP) will make awards of up to $125,000 in federal funding made available by the NYS Division of Homeland Security and Emergency Services (DHSES) for New York State’s Hazardous Materials (HazMat) response teams.  There is a total of $1,000,000 in funding available under this grant program and funds will be awarded competitively based on the submission of applications by eligible regional HazMat team partnerships.  All awards are subject to the availability of federal funds.

What We Fund:
Grant funding under the FY2011 HazMat Grant may be used for certain:

  • planning,
  • equipment,
  • training, and
  • exercise  costs allowable under the State Homeland Security Program (SHSP). 

Due to the specialized nature of this grant program, applications must focus on building regional WMD HazMat Response and Decontamination Capabilities.  Please refer only to Appendix A, “Allowable Costs Matrix,” for detailed information on allowable costs under the FY2011 HazMat Grant Program.   

Eligibility:
Due to the regional focus of this specialized grant program, DHSES will not accept applications from individual HazMat teams; rather:

  • Two or more teams must apply together for a regional project
  • Applicants (consisting of two or more teams) must identify one team to be the “submitting partner” for this grant. The other partners involved in a given application will be deemed “participating partners.” DHSES will not identify pre-set “regions” for this grant program, so applicants will have the ability to determine their regional construct for the purposes of this grant program.

Application:
If you have not previously been registered to use the DHSES E-Grants system, your agency will need to register and be assigned a user name and password.  The Registration Request Form and instructions for use of the E-Grants system can be found online: http://www.dhses.ny.gov/grants/index.cfm#forms.  A detailed tutorial on how to use the E-Grants system is available online at: http://www.dhses.ny.gov/grants/hazmat.cfm.  Grant applications MUST be submitted via the automated E-Grants System operated by DHSES. 

Assistance:
In order to ensure adequate time to respond, substantive written questions regarding this Request for Applications will be accepted until 12 noon EST on December 19, 2011.  Technical Assistance for E-Grants will be available until 4:30pm EST on December 21, 2011.
